The Yolo-Solano AQMD established the Oil and Gas Registration Program in October 2019 with the goal of reducing emissions of a potent greenhouse gas, methane, from the oil and gas sector.
The Yolo-Solano region has historically been an active source of natural gas production as it contains a portion of one of the largest natural gas fields in California, the Rio Vista Gas Field. With this activity also comes an increased potential for leaks from natural gas equipment, which the Oil and Gas Registration Program seeks to mitigate.
Through this program, the District will work with local gas producers to ensure compliance with the State’s Oil and Gas Methane Regulation. Emission standards for gas equipment and operator-performed quarterly leak inspections represent a key part of the regulation and, as such, District staff will work with affected sources to ensure that compliance with these sections are met.
The registration program was established following the Yolo-Solano AQMD Board of Directors’ adoption of Rule 3.26, Oil and Gas Equipment Registration, which allows for the following:
- The local administration of the California Oil and Gas Methane Regulation;
- Quarterly Leak Detection and Repair (LDAR) monitoring and reporting; and
- Registration of local oil and gas facilities with the District.
