The Notice to Comply (NTC) is the District’s lowest level of enforcement action. NTCs are typically issued in situations that do not involve emissions violations. NTCs provide an alternative to Notices of Violation (NOVs) and are usually issued to members of the general public or businesses unaware of the District’s rules and regulations.
The NTC will specify what action is required by the operator in order to return to compliance. If that action is not undertaken by the compliance date listed on the NTC, the District will issue an NOV. NOVs result in penalties and potential further legal action.
